Job summary

The Oregon Department of Human Services is seeking an IT Contract Specialist (Procurement & Contract Specialist 3) to lead the negotiation and development of complex IT contracts, amendments, intergovernmental agreements, and grant agreements across statewide programs.

This role requires deep knowledge of federal and state laws, Oregon Administrative Rules, and agency policies, with a focus on risk management and compliant procurement strategies.

Qualifications

• Five years procurement and contract experience related to the position.
• Bachelor’s degree with two years of professional procurement and contract experience.
• Any combination of experience and education equivalent to five years of procurement and contract experience.

Responsibilities

• Develop IT contracts, intergovernmental agreements, grant agreements, and amendments reflecting program goals and security, performance, and legal standards.
• Ensure IT contracts comply with federal/state laws, Oregon Administrative Rules, and agency policies.
• Advise program staff on procurement methods and develop complex IT scopes of work and solicitation documents.
• Lead discussions, mentor staff, train others, and stay current with technology procurement practices.
