Washington State Health Care Authority is seeking an IT Business Analyst – Entry to collaborate with business partners and technical staff. You will document requirements, translate them into technical specs, and help prioritize work for systems, data, or processes across a diverse portfolio.

You’ll develop use cases, write user stories, and communicate complex information clearly to stakeholders while ensuring compliance with state policies.

Qualifications

• Elicit and document IT requirements from stakeholders.
• Understand SDLC with user-centered analysis and usability concepts.
• Identify stakeholders and select basic IT BA techniques.
• Assess suitable IT solutions to meet business needs.
• Identify gaps and propose workable workarounds or changes.
• Collaborate with stakeholders to understand complex IT needs.

Responsibilities

• Document business requirements, rules, and translate into technical specs.
• Solicit stakeholders' prioritized requirements for system/data developments.
• Develop use cases and user stories and assist prioritization.
• Communicate technical information to varied customer groups clearly.
• Review solutions to validate alignment with business requirements.
• Coordinate with IT and business staff during development and implementation.
• Ensure compliance with policies and data handling per state WACs.
• Provide project management support for small to medium projects.
