Job summary

Washington State Health Care Authority (HCA) seeks an IT Business Analyst – Journey for PEBB/SEBB programs. This full-time remote role partners with SMEs to document requirements, map As-Is to To-Be processes, and ensure compliant, reliable system architectures.

Responsibilities

• Facilitate requirement gathering sessions with users and stakeholders.
• Document business requirements, rules, and design specifications.
• Prioritize requirements with business owners for systems and data.
• Translate business needs into technical requirements and use cases.
• Develop user stories and support prioritization of items.
• Support mapping requirements to development work and sprints in Agile.
• Help establish standards for project documentation and PMLC frameworks.
• Create gap analyses from As-Is to To-Be and plan deployment steps.
