Job summary

Johnson Controls Federal Systems seeks an HVAC Mechanical Engineer / Project Developer to support U.S. military and federal facilities in the Mid-Atlantic region. This is a remote role with occasional site visits in the Washington, D.C.

area when needed for assessments and equipment reviews. You will lead design, scope definition, and cost development for HVAC and low‑voltage controls projects, coordinate with sales, prepare SOWs and proposals, and ensure compliance with codes, standards, and

Qualifications

  • U.S. citizen able to obtain government clearance.
  • Experience leading site surveys to assess facility systems and equipment.
  • Experience with mechanical and low voltage building automation, HVAC, and utilities.
  • Strong estimating skills, preferably with RS Means or similar tools.
  • Ability to assess design risk and present to customers.
  • Comfortable presenting in customer-facing situations.

Responsibilities

  • Conduct site visits and develop a Statement of Work (SOW) for customer requests.
  • Lead design, development, scope definition, and cost development for HVAC mechanical and low voltage controls projects.
  • Collaborate with Sales to understand customer goals and identify opportunities; prepares concept presentations and preliminary equipment selections.
  • Conduct site surveys and data collection to develop concepts for projects ranging from $100k to $2M.
  • Review RFPs and design documents; prepare RFIs and value engineering concepts.
  • Write and edit technical proposals with project schedules.
  • Ensure scope aligns with codes, standards, and agency requirements.
  • Lead multi-disciplinary teams to develop costs, scopes, and schedules for multiple projects.
  • Support Operations with risk planning, staffing, and delivery schedules; assist post-award activities.
