Job summary

State of Minnesota—Department of Human Services—seeks a Senior Research Scientist to lead statewide data analytics for Health Care Administration. The role encompasses research design, program evaluation, and advanced analytics to improve oversight and outcomes for Minnesota Health Care Programs.

The position requires expertise in statistical methods and experience with Power BI, Excel, and related tooling to develop dashboards, predictive models, and automated processes for executive decision

Qualifications

Three (3) years of professional experience with research design, program evaluation methodologies, quantitative and qualitative research methods, statistical analysis, and evidence-based decision-making.
Knowledge of statistical modeling, predictive analytics, sampling methodologies, longitudinal analysis, and hypothesis testing sufficient to evaluate program effectiveness, identify emerging risks, assess intervention outcomes, and support policy and operational decision-making.
Experience using Microsoft Power BI, DAX, Power Query, Power Automate, and Excel for analytics and reporting.

Responsibilities

Serve as statewide lead for data analytics, research, and performance monitoring for HCEA Program Integrity and Oversight.
Plan, design, and conduct complex studies, program evaluations, and advanced data analyses to assess effectiveness and compliance.
Develop statewide analytics strategies, enterprise reporting, and automated processes to support executive decision-making and audits.
Communicate complex findings clearly to leadership and stakeholders and guide data governance initiatives.
