Job summary

Neumo Holdings LLC is seeking a Proposal Specialist to own government RFx responses from intake through submission. You will coordinate SMEs across sales, product, implementation, security, legal, and finance to ensure compliant, persuasive responses and on-time delivery.

This hands-on writing and project management role sits on a small, high-output team that is building its proposal processes, tools, and content library. The position emphasizes detail, deadlines, and ongoing process improvement.

Qualifications

• 3–5 years of proposal development experience responding to public sector solicitations.
• Demonstrated ownership of RFP responses from release through submission.
• Bachelor’s degree in English, Communications, Business, or related field, or equivalent experience.
• APMP Foundation certification preferred, or willingness to earn it within the first 12 months.
• Familiarity with government procurement portals (e.g., Bonfire, OpenGov, BidNet, DemandStar) preferred.
• Exposure to govtech or SaaS domains such as payments, tax and licensing, DMV, courts, or records preferred.
• Experience with Salesforce and proposal content libraries (e.g., SharePoint) preferred.

Responsibilities

• Own responses end to end—from kickoff to on-time submission.
• Build compliance matrices covering requirements and forms.
• Draft, tailor, and edit content using the Q&A library and SME inputs.
• Coordinate SME contributors across departments and track inputs.
• Perform QC for compliance, accuracy, and brand voice.
• Flag security, compliance, and certification requirements early.
• Assemble final packages including formatting and signatures.
• Collaborate with Account Executives through Salesforce RFx intake.
• Prepare solicitation summaries for Go/No-Go decisions.
• Maintain and refresh the SharePoint Q&A content library.
