Job summary

Neumo Holdings LLC in Illinois seeks a Proposal Specialist to own government RFx responses from intake through submission. You will coordinate SMEs across Sales, Product, Implementation, Security, Legal, and Finance to deliver compliant, persuasive proposals on tight deadlines.

This hands-on writing and project-management role thrives on detail and process improvement, building a scalable content library, and driving quality control from drafting to final production.

Qualifications

• 3–5 years of proposal development experience responding to public sector solicitations.
• Proven ownership of RFP responses from release through submission.
• Bachelor’s degree in English, Communications, Business, or related field, or equivalent experience.
• APMP Foundation certification preferred, or willingness to earn it within the first 12 months.
• Familiarity with government procurement portals (e.g., Bonfire, OpenGov, BidNet, DemandStar) preferred.
• Exposure to govtech or SaaS domains such as payments, tax and licensing, DMV, courts, or records preferred.
• Experience with Salesforce and proposal content libraries (e.g., SharePoint) preferred.

Responsibilities

• Own responses end to end from kickoff to submission.
• Build compliance matrices and ensure adherence to requirements.
• Draft and edit content from Q&A libraries with SME input.
• Coordinate contributors across departments and track inputs.
• Perform quality control for compliance, accuracy, and brand voice.
• Flag security, compliance, and certification requirements early.
• Assemble final packages including formatting, forms, signatures, and uploads.
• Partner with Account Executives through the Salesforce RFx intake process.
• Prepare solicitation summaries to support Go/No-Go decisions.
• Maintain and refresh the SharePoint Q&A content library.
• Capture lessons learned and contribute to win/loss tracking.
• Leverage approved AI-assisted drafting tools while ensuring accuracy.
