Innovate! Inc. is seeking a highly experienced GIS Program/Technical Lead to provide senior technical leadership for complex geospatial projects. This role will guide GIS architecture, data management, application delivery, technical quality, and multidisciplinary team coordination while ensuring solutions are secure, scalable, practical, and aligned with customer mission needs.

Qualifications

Bachelor’s degree in Geographic Information Systems, Geography, Geospatial Science, Computer Science, Information Technology, Environmental Science, Engineering, or a related field.
Master’s degree in a related technical or management discipline preferred.
Minimum of 15 years of progressively responsible GIS experience.
Minimum of 8 years of experience leading complex GIS projects, programs, or technical teams.
Demonstrated experience with enterprise GIS architecture, modernization, migration, integration, or application delivery.

Responsibilities

Provide senior technical leadership for enterprise GIS projects and programs.
Translate customer requirements into GIS architectures, technical approaches, staffing plans, and deliverables.
Lead planning and technical oversight for ArcGIS Enterprise, ArcGIS Online, ArcGIS Pro, enterprise geodatabases, web GIS, dashboards, StoryMaps, Survey123, and Field Maps.
Oversee GIS data architecture, schemas, metadata, standards, quality controls, and lifecycle management.
Guide integration of GIS with databases, document-management platforms, cloud environments, APIs, sensors, and business systems.
Provide technical direction for field-data collection, mobile GIS, offline workflows, and GPS-enabled solutions.
Review GIS methodologies, applications, maps, databases, and technical deliverables for accuracy, usability, security, and maintainability.
Establish and enforce GIS quality assurance and quality control practices.
Support cloud, on-premises, and hybrid GIS architecture and modernization efforts.
Lead troubleshooting of complex GIS architecture, performance, integration, and data issues.
Coordinate GIS architects, developers, analysts, database specialists, field staff, and other technical resources.
Develop reusable GIS approaches, templates, and technical components to improve delivery efficiency.
Support technical estimates, staffing plans, schedules, risks, and level-of-effort development.
Mentor GIS staff and provide technical guidance across project teams.
Participate in customer meetings, requirements sessions, technical workshops, design reviews, and demonstrations.
Support documentation, training, knowledge transfer, and system transition activities.
Ensure project teams identify and appropriately manage sensitive, restricted, proprietary, or culturally significant information throughout the project lifecycle.
