Job summary

The State of Oregon is seeking a Federal Fund Program Manager within the Oregon Department of Transportation, Public Transportation Division. You will oversee federal transit funding programs to support rural transit agencies and services for elderly and disabled riders, ensuring investments benefit communities across Oregon.

Qualifications

• Seven years of experience in program administration, transportation grant or contract management.
• Bachelor's degree in business or public administration, behavioral or social sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years experience coordinating or administering a program specific to program administration, transportation grant or contract management, public funding, policy implementation.

Responsibilities

• Develop and coordinate federal public transportation grant programs (5310 and 5311 federal transit funding programs).
• Oversee federal funding solicitations, application and budget reviews, project selection and awards.
• Ensure projects and funding decisions comply with federal and state requirements.
• Oversee funded projects, deliverables, performance and compliance.
• Interpret federal regulations and legislative changes and update program guidance.
• Develop and monitor performance measures and evaluate program outcomes.
• Identify and implement improvements to grant processes, systems and procedures and cross-team coordination.
• Provide technical assistance, training and guidance to transit providers and partners.
• Prepare and present program information and recommendations to leadership, advisory committees and the Oregon Transportation Commission.
• Work is primarily performed remotely, with in-office work approximately once per quarter and additional in-person attendance as needed based on business needs.
