Job summary

Oregon Department of Transportation in Salem is seeking a Program Analyst 3 to serve as the Statewide Transportation Improvement Fund (STIF) Program Manager. You will manage statewide funding programs, develop guidance, oversee funding and solicitation, and review plans for compliance with complex requirements.

Responsibilities

• Manage and administer the statewide transportation improvement fund (STIF) formula and discretionary programs.
• Develop and implement statewide STIF policies, rules and guidance.
• Review STIF plans and projects for compliance.
• Conduct policy and procedure analysis to share findings and recommendations for updates.
• Serve as the STIF subject matter expert.
• Plan and participate on internal and external committees.
• Monitor legislative and regulatory changes and recommend updates to STIF policies and programs.
• Work is primarily performed remotely with in-office work approximately once per quarter.
• Some travel is required and some overnight stays may be required.

The role:

In this role, you will manage statewide public transportation funding programs, develop program guidance, oversee funding and solicitation processes, review plans for compliance and provide technical assistance and answer questions for transit providers and partners.

A day in the life:

• Manage and administer the statewide transportation improvement fund (STIF) formula and discretionary programs.
• Develop and implement statewide transportation improvement fund (STIF) policies, rules and guidance.
• Review statewide transportation improvement fund (STIF) plans and projects for compliance.
• Conduct policy and procedure analysis to share findings and recommendations for policy and procedure updates.
• Serve as the statewide transportation improvement fund (STIF) subject matter expert.
• Plan and participate on various internal and external committees.
• Monitor legislative and regulatory changes and recommend updates to statewide transportation improvement fund (STIF) policies and programs.
• Work is primarily performed remotely, with in-office work approximately once per quarter and additional in-person attendance as needed based on business needs.
• Some travel is required. Work may include conflicting requirements and tight deadlines. Some overnights may be required.

Minimum qualifications:

Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification specific to program administration, transportation grant or contract management, public funding, policy or guidance development or project management.

OR

A bachelor's degree in business or public administration, behavioral or social sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years experience coordinating or administering a program specific to program administration, transportation grant or contract management, public funding, policy or guidance development or project management.
