Job summary

State of Oregon’s Public Transportation Division seeks a qualified professional to manage the statewide transportation improvement fund (STIF) program. You will oversee funding, develop guidance, ensure compliance, and provide technical assistance to transit providers and partners.

This role emphasizes policy analysis, committee participation, and staying current with regulatory changes, with primarily remote work and quarterly in-person attendance as needed.

Qualifications

• Seven years of experience in program administration, transportation grant or contract management, public funding, policy or guidance development, or project management.
• Bachelor's degree in business or public administration, behavioral or social sciences, or a degree related to the agency program, plus four years of experience coordinating or administering a relevant program.

Responsibilities

• Manage and administer the STIF formula and discretionary programs.
• Develop and implement STIF policies, rules and guidance.
• Review STIF plans and projects for compliance.
• Conduct policy analysis and recommend updates to policies.
• Serve as the STIF subject matter expert on committees.
• Monitor legislative and regulatory changes and recommend updates.
