Job summary

Oregon Department of Transportation in Salem is seeking a Program Analyst 3 to serve as the Statewide Transportation Improvement Fund (STIF) Program Manager. You will manage statewide funding programs, develop guidance, oversee funding and solicitation, and review plans for compliance with complex requirements.

You will act as the STIF subject matter expert, work with transit providers and partners, monitor policy changes, and support committees while balancing tight deadlines and travel as

Qualifications

• Experience interpreting statutes, administrative rules, policies and program requirements.
• Ability to identify opportunities to improve program processes, policies and requirements.
• Strong organizational skills and the ability to manage multiple priorities and competing deadlines.
• Strong written and verbal communication skills, with the ability to explain complex and technical information to diverse audiences.

Responsibilities

• Manage and administer the statewide transportation improvement fund (STIF) formula and discretionary programs.
• Develop and implement statewide STIF policies, rules and guidance.
• Review STIF plans and projects for compliance.
• Conduct policy and procedure analysis to share findings and recommendations for updates.
• Serve as the STIF subject matter expert.
• Plan and participate on internal and external committees.
• Monitor legislative and regulatory changes and recommend updates to STIF policies and programs.
• Work is primarily performed remotely with in-office work approximately once per quarter.
• Some travel is required and some overnight stays may be required.
