Job summary

SCC is seeking a detail-oriented Business Development & Proposal Specialist to support federal training contract pursuits. This remote, full-time role covers the near-term proposal lifecycle from opportunity sourcing to submission and follow-up, focusing on smaller-scale training solicitations.

The ideal candidate has 2–4 years in federal proposal writing, strong communication, and proficiency with MS Office. Competitive salary and comprehensive benefits offered.

Qualifications

• Bachelor's degree in English, Communications, Business Administration, Education, or related field.
• 2–4 years of experience in federal proposal writing, business development support, or a closely related field.
• Demonstrated experience drafting proposals, capability statements, or written responses to federal solicitations.
• Familiarity with federal procurement processes, including GSA eBuy, SAM.gov, and solicitation document structures.

Responsibilities

• Monitor GSA eBuy, SAM.gov, and other federal portals for training and education-related contract opportunities aligned with SCC's Training Division capabilities.
• Identify and flag qualifying solicitations, RFQs, Sources Sought notices, and RFIs for leadership review and pursuit decisions.
• Maintain an accurate and current opportunity tracker for Training Division pursuits; provide regular status updates to BD leadership.
• Draft, edit, and format proposal responses to federal training solicitations in accordance with solicitation instructions, Section L/M requirements, and SCC standards.
• Write clear, persuasive technical and management narratives that articulate SCC's training capabilities, past performance, and value proposition.
• Ensure proposals are fully compliant with solicitation requirements, including formatting, page limits, attachments, and certification requirements.
• Package and submit final proposals through required platforms (GSA eBuy, SAM.gov, email submission, or other designated portals) in strict accordance with solicitation instructions.
• Log customer interactions and requirement details to support pipeline accuracy and informed capture planning.
