Noblis is seeking a Business Process Analyst to modernize telecommunications service ordering workflows for FAA programs, supporting BNATCS and NAS requirements. The ideal candidate has extensive experience in business process analysis within government or telecom environments, with strong communication and stakeholder management.

Qualifications

• Bachelor’s degree and 9–11 years of experience in project management
• Or Master’s Degree with 6 years of related experience
• Or Associate’s Degree with 2 additional years of experience
• Or High school degree with 13 years of relevant experience
• Experience in business process analysis, process improvement, or workflow modernization
• Strong analytical, communication, and stakeholder management skills
• Ability to translate complex technical processes into clear documentation
• Experience with change management principles and tool adoption

Responsibilities

• Serve as the primary change agent for process modernization across stakeholders
• Assess current telecom service order workflows for inefficiencies and risks
• Design and implement modernized processes aligned with FAA guidelines
• Develop process maps, workflow diagrams, and SOPs for transition
• Collaborate to enhance project plan templates, artifacts, and tools
• Work with engineers to optimize telecom solution review processes
• Evaluate tools and recommend modern alternatives for collaboration and reporting
• Develop training materials and user guides for transitioned processes
• Establish KPIs to measure impact of modernization
