Job summary

Noblis, Inc. is seeking a Business Process Analyst to modernize workflows and tools for telecommunications service ordering in support of the FAA’s BNATCS program.

You will drive process redesign, collaborate with engineers and FAA customers, and implement metrics to measure success. The role emphasizes translating complex operational processes into clear guidance, delivering SOPs and training, and managing change across PM and engineering teams.

Qualifications

• Bachelor’s degree with 9–11 years of project management experience.
• Master’s degree with 6 years of relevant experience.
• Associate’s degree with +2 years of relevant experience.
• High school diploma with 13 years of relevant experience.
• Experience in business process analysis, process improvement, or workflow modernization, preferably in telecommunications or government.
• Strong analytical, communication, and stakeholder management skills.
• Ability to translate complex processes into clear documentation and recommendations.
• Experience with change management principles and tool adoption strategies.

Responsibilities

• Serve as the primary change agent for process modernization, facilitating buy‑in from Engineers, FAA customers, and other stakeholders.
• Assess current telecom service order engineering workflows for inefficiencies, bottlenecks, and risks across PM and engineering functions.
• Design and implement modernized processes aligned with industry best practices and FAA guidelines.
• Develop process maps, workflow diagrams, and documentation of current and future state operations.
• Collaborate with Project Managers to improve project plan templates, artifacts, and tools for telecom service orders.
• Work with Engineers to optimize processes for reviewing telecom solutions.
• Evaluate current tools and technologies and recommend modern alternatives for better collaboration, tracking, and reporting.
• Develop and deliver training materials, SOPs, and user guides for the transition to modernized processes.
• Establish KPIs to measure effectiveness of the updated processes.
