Job summary

BayNova seeks a Federal Proposal Manager to lead end-to-end proposal development for Federal Civilian, Health, and DoD markets. You will collaborate with executives, BD, and technical teams to translate requirements into winning proposals and mature growth processes.

The role emphasizes proposal excellence, process improvement, and leadership within BayNova’s growth organization, reporting to executive leadership. This is a remote position.

Qualifications

• Bachelor’s degree or equivalent professional experience.
• 8+ years of Federal proposal management, capture, business development, or growth operations.
• Proven success leading complex Federal proposals under FAR‑based procurements.
• Excellent written, editing, and verbal communication skills.
• Experience supporting opportunities across Federal Civilian agencies and/or the Department of Defense.

Responsibilities

• Lead the complete proposal lifecycle (qualification through submission) and ensure compliance with customer requirements.
• Write Technical, Management, Past Performance, and other sections as needed.
• Develop proposal schedules, compliance matrices, outlines, and production plans.
• Manage proposal teams including delivery staff, pricing, contracts, and leadership.
• Drive proposal strategy, win themes, messaging, and customer-focused content.
• Coordinate color team reviews and implement reviewer feedback.
• Maintain proposal repositories, templates, boilerplate content, resumes, and past performance libraries.
• Analyze proposal metrics and implement continuous process improvements.
