Community Manager - Affordable Housing

Position Title: Community Manager - Affordable Housing
Reports To: Portfolio Manager

Work Arrangement: On-site. Regular, in-person attendance at the employee’s assigned community, office, or other designated Company location is an essential function of this position. This position is not eligible for a remote or hybrid work arrangement, except where otherwise required by applicable law or approved by the Company as a reasonable accommodation.

Position Summary

The Community Manager is responsible for the overall operational, financial, compliance, leasing, and physical performance of an affordable housing community. This position provides leadership to the onsite team while ensuring the property operates efficiently, remains fully compliant with all affordable housing regulations, and delivers exceptional customer service to residents. The Community Manager is accountable for achieving occupancy, financial, compliance, and resident satisfaction goals while maintaining the integrity of all affordable housing programs.

Key Responsibilities

Property Operations

  • Direct the day-to-day operations of the community.
  • Ensure the property is maintained in accordance with company standards, ownership expectations, and regulatory requirements.
  • Conduct routine property inspections to evaluate curb appeal, common areas, vacant units, amenities, and life safety systems.
  • Develop action plans to improve operational performance and resident satisfaction.
  • Ensure resident concerns and maintenance requests are addressed promptly and professionally.
  • Coordinate emergency response procedures and ensure appropriate after-hours coverage.
  • Prepare and administer the annual operating budget.
  • Review monthly financial statements, occupancy reports, delinquency reports, budget variances, and expense trends.
  • Monitor accounts receivable, collections, bad debt, and write-off recommendations.
  • Approve invoices, purchase orders, and expenditures within authorized approval limits.
  • Identify opportunities to improve revenue while controlling operating expenses.
  • Assist Regional Management with forecasting and financial planning.

Affordable Housing Compliance

  • Ensure compliance with all applicable affordable housing programs, including:
    • Low-Income Housing Tax Credit (LIHTC)
    • HUD Programs
    • HOME Program
    • USDA Rural Development
    • Project-Based Section 8
    • Housing Choice Voucher Programs
    • State and Local Affordable Housing Programs
  • Oversee applicant eligibility, move-ins, annual recertifications, interim recertifications, and lease renewals.
  • Ensure resident files remain complete, accurate, and audit-ready.
  • Coordinate responses to management reviews, agency audits, MORs, REAC inspections, and file audits.
  • Work closely with Compliance Specialists to ensure regulatory deadlines are met.
  • Ensure compliance with Fair Housing, ADA, and all applicable federal, state, and local regulations.

Leasing & Resident Relations

  • Oversee leasing performance and occupancy goals.
  • Supervise waiting lists and applicant processing to ensure compliance with program requirements.
  • Review lease approvals, move-ins, transfers, move-outs, and lease renewals.
  • Resolve escalated resident concerns professionally and promptly.
  • Promote resident retention and positive community relations.
  • Plan and support resident events and community engagement initiatives.
  • Supervise Assistant Community Managers, Leasing Consultants, Compliance staff, Maintenance Supervisors, Maintenance Technicians, and other onsite personnel.
  • Recruit, train, mentor, and evaluate onsite team members.
  • Conduct regular staff meetings and performance evaluations.
  • Promote employee development, accountability, and operational excellence.
  • Ensure company policies and procedures are consistently followed.

Maintenance & Capital Improvements

  • Partner with the Maintenance Supervisor to ensure timely completion of work orders and preventative maintenance.
  • Monitor apartment turnover schedules and readiness.
  • Oversee vendor performance and contract compliance.
  • Assist with planning and execution of capital improvement projects.
  • Ensure all building systems and life safety equipment remain operational and compliant.
  • Obtain competitive bids in accordance with company purchasing policies.
  • Review vendor proposals and service agreements.
  • Monitor vendor performance and quality of work.
  • Approve vendor invoices within authorized approval limits.
  • Ensure vendors maintain required insurance and licensing.

Reporting & Administration

  • Prepare weekly, monthly, and quarterly operational reports.
  • Maintain accurate financial, resident, compliance, and operational records.
  • Review occupancy, collections, work orders, compliance reports, and financial performance.
  • Ensure timely completion of owner reporting requirements.
  • Maintain complete and organized resident and vendor files.
  • Ensure compliance with OSHA and company safety standards.
  • Coordinate legal matters including lease enforcement, collections, and evictions.
  • Monitor insurance claims, incident reports, and risk management initiatives.
  • Maintain emergency preparedness plans.
  • Identify operational risks and implement corrective action plans.

Systems & Technology

  • Utilize property management software including RealPage, Yardi, MRI, or AppFolio.
  • Maintain accurate resident, compliance, financial, and operational records.
  • Support software implementations and operational process improvements.
  • Ensure reporting accuracy and data integrity.
Qualifications
  • Bachelor's degree in Business Administration, Property Management, Real Estate, or a related field preferred, or equivalent industry experience.
  • Minimum of three years of affordable housing property management experience.
  • Minimum of one year in a supervisory or Community Manager role preferred.
  • Extensive knowledge of LIHTC, HUD, HOME, USDA Rural Development, Project-Based Section 8, Housing Choice Voucher Programs, and Fair Housing regulations.
  • Strong financial management, budgeting, leasing, and operational leadership skills.
  • Experience supervising onsite teams and managing multiple priorities.
  • Proficiency with Microsoft Office and property management software, including RealPage, Yardi, MRI, or AppFolio.
  • Excellent communication, leadership, organizational, and customer service skills.
