Job summary

CRS is seeking a Program Manager II to provide time-bound program management, technical support, and partner capacity building for EMPOWER partners in South America, focusing on El Niño preparedness and rapid response planning. This is a remote role with international travel and collaboration across sectors.

You will translate hazard analyses into practical readiness actions, coordinating with MEAL, supply chain, and operations, while ensuring safeguarding and inclusion across all activities.

Qualifications

• Bachelor’s degree in international development or a related field.
• Minimum five years of humanitarian program management experience.
• Experience managing multi-country complex projects in NGO settings.
• Ability to translate assessments into response strategies and budgets.
• Experience strengthening local partner capacity and developing donor proposals.
• Strong cross-functional collaboration and donor engagement skills.

Responsibilities

• Lead El Niño preparedness across South America with EMPOWER partners and regional teams.
• Develop integrated workplans linking program, MEAL, partnership, cash & voucher assistance, and logistics.
• Coordinate hazard, vulnerability, and scenario analyses to identify priority areas and triggers.
• Lead stakeholder mapping with government authorities, Caritas structures, and other partners.
• Support contingency planning and scalable response strategies for priority regions.
• Ensure safeguarding, inclusion, and protection considerations across assessments and implementation.
• Provide oversight to ensure quality in line with donor requirements and CRS standards.
