Job summary

Catholic Relief Services (CRS) seeks a Program Manager I to provide program management, technical support, and coordination for EMPOWER partners in South America, strengthening El Niño preparedness and readiness for rapid, partner-led response. You will translate hazard and market data into practical readiness actions and activation-ready plans.

The role requires collaboration with country teams, MEAL, finance, and operations to ensure program quality, risk management, and timely delivery,

Qualifications

Bachelor's degree in international development, international relations, humanitarian response, disaster risk management, food security, public health, social sciences, project management, or related field.
Minimum of three years of relevant humanitarian program management experience including emergency preparedness and response.
Experience supporting complex projects across dispersed geographic areas.
Experience contributing to assessments, contingency planning, response design, budgeting, monitoring, or reporting.
Demonstrated experience strengthening local partners; church or faith-based partners is an advantage.

Responsibilities

Support El Niño preparedness workplans across assigned South America countries or hotspots.
Maintain activity plans, trackers, meeting records, and follow-up actions.
Synthesize hazard, vulnerability, and market information to identify priority locations and needs.
Coordinate mapping with government authorities, partner offices, and humanitarian bodies.
Facilitate partner working sessions to develop contingency plans and response strategies.
Document program quality standards, intervention packages, and referral pathways.
Coordinate follow-up with supply chain and operations to reflect needs and costs.
Incorporate market and logistics findings into program drafts and procurement inputs.
Support partner readiness for cash and voucher assistance and monitoring.
