Job summary

ICF is seeking a Training Specialist for Disaster Recovery, Housing & Community Development to design, develop, and deliver high-quality learning experiences for CDBG-DR recipients and stakeholders. You will create materials, conduct trainings (virtual and in-person), and support TA engagements while aligning with HUD disaster recovery activities.

The role emphasizes instructional design, subject-matter expertise, and the ability to tailor content for diverse audiences across the U.S.

Qualifications

  • Bachelor’s degree required in a relevant field (Learning & Development, Organizational Management, Education, Public Policy, Finance, Economics, Business Administration, Urban Planning, Public Administration, etc.).
  • Minimum 8 years’ experience with CDBG-DR or HUD programs.
  • Minimum 2 years’ experience using training platforms to conduct in-person and virtual trainings and delivering TTA services.
  • Excellent facilitation and presentation skills in virtual and in-person settings.
  • Strong knowledge of housing, community and economic development and disaster recovery programs at state/local levels.

Responsibilities

  • Design, develop, and deliver engaging in-person and virtual trainings for CDBG-DR grantees and stakeholders.
  • Facilitate sessions with interactive activities, discussions, case studies, and role-plays.
  • Deliver trainings under the direction of a project manager across technical, operational, and management topics.
  • Contribute to product development as a subject-matter expert, author, researcher, or developer as needed.
  • Serve as HUD disaster recovery content expert during training and product development.
  • Customize content for specific audiences based on needs and learning capacity.
  • Deliver trainings on regulatory and grant requirements, including procurement, labor standards, and compliance.
  • Ensure accuracy and regulatory compliance of all materials.
