Job summary

GovCIO is seeking a Director, Program Delivery to lead delivery across a large VA technology portfolio. This fully remote role oversees program execution, performance, and workforce alignment with a focus on risk management and client engagement.

The ideal candidate has 10+ years of federal technology delivery and 5+ years supporting VA, with experience leading 50+ staff and multiple concurrent programs. Eligible for Suitability/Public Trust clearance.

Qualifications

• Bachelor's degree in either a technical or business-related field.
• 10+ years of progressive federal technology delivery and program management experience.
• 5+ years experience supporting VA, DTC or OIT.
• Experience leading large distributed teams (50+ staff) across multiple programs.
• Experience with modernization, cloud, cybersecurity, data, AI or emerging tech.
• Strong executive-level client engagement and governance experience.

Responsibilities

• Lead day-to-day delivery across a complex portfolio of VA programs and initiatives (30+).
• Partner closely with the Director of Portfolio Operations to ensure delivery and operational functions work as one integrated team in support of portfolio and client priorities.
• Lead and develop program and delivery leaders, establishing clear accountability, expectations, and escalation paths.
• Maintain visibility into delivery performance, customer priorities, staffing, milestones, dependencies, and portfolio risks.
• Establish consistent delivery practices, governance, performance measures, and operating rhythms across programs.
• Proactively identify and resolve delivery, staffing, quality, and customer risks.
• Build strong relationships with VA stakeholders and serve as a senior escalation point for delivery issues.
• Coordinate across programs to address shared resources, priorities, dependencies, and delivery challenges.
• Partner with Portfolio Operations on financial performance, staffing, onboarding, partner performance, and contract requirements.
• Support the stand-up and transition of new work into delivery and help scale successful approaches across the portfolio.
