Job summary

GovCIO is seeking a Director, Program Delivery to oversee a large portfolio of VA modernization and transformation initiatives. You will lead delivery, client execution, and performance, aligning with portfolio operations for a seamless, integrated approach.

This role requires deep federal delivery experience and strategic leadership across distributed teams. The position is fully remote within the United States, with a focus on governance, risk mitigation, and cross-functional collaboration to

Qualifications

Bachelor's degree in a technical or business field.
10+ years of federal technology delivery/program management experience.
5+ years supporting VA and/or OIT initiatives.
Led large, geographically distributed teams (50+ staff).
Experience delivering multiple concurrent VA programs or initiatives.
Experience developing LOEs, staffing models, and cost estimates for federal customers.
Experience with modernization, cloud, cybersecurity, data, AI, or emerging tech.
Strong executive engagement, risk management, and client communication.

Responsibilities

Lead day-to-day delivery across a 30+ VA programs portfolio.
Partner with Portfolio Operations to align delivery and operations.
Develop and mentor program and delivery leaders with clear accountability.
Maintain visibility into performance, staffing, milestones, and risks.
Establish governance, metrics, and operating rhythms across programs.
Identify and resolve delivery, staffing, quality, and contractual risks.
Build relationships with VA stakeholders and serve as escalation point.
Coordinate resources and priorities across programs and partners.
Support stand-up and transition of new work into delivery and scale successful approaches.
