Job summary

CALSTART is seeking a Deputy Director, Non-Incentive Programs to lead high-impact, non-incentive zero-emission transportation initiatives. You translate strategy into workplans, oversee complex projects, and ensure delivery across grid integration, utility engagement, market development, and infrastructure.

You will supervise 3-4 staff and collaborate across policy, technical, and market teams. This remote role with preference for California-based candidates offers leadership in CALSTART's Clean

Qualifications

• 7-10 years of progressive experience in clean transportation, energy, utilities, or related fields.
• Bachelor’s degree in a relevant field required; master’s preferred.
• PM certification (PMP) preferred; strong project tracking and reporting skills.
• Experience leading non-incentive zero-emission transportation initiatives.
• Proven people-management and staff development experience.
• Strong cross-functional collaboration with policy, technical, and market teams.
• Excellent written and verbal communication; stakeholder relationship skills.
• Familiarity with project management tools and KPIs; Monday.com, Mavenlink, ADP beneficial.

Responsibilities

• Lead execution of non-incentive clean transportation projects across multiple domains.
• Supervise 3-4 project managers and technical staff with coaching and development.
• Translate portfolio strategy into actionable plans, roadmaps, and roadmaps.
• Coordinate with policy, initiatives, and cross-team partners for alignment.
• Ensure delivery excellence, track milestones and KPIs, manage risks and actions.
• Support grid-focused initiatives and infrastructure planning for zero-emission transport.
• Engage external stakeholders, representing CALSTART with members and partners.
• Contribute to business development and growth of the non-incentive portfolio.
