Job summary

The State of Minnesota is seeking an EDQ Data Team Lead (Research Scientist 3) in St. Paul to guide the interdivisional data team on performance measurement, diagnostic risk adjustment, and utilization analyses essential for health care programs.

You will mentor analysts, direct data quality and analytics projects, and translate complex results into actionable policy insights for management. Telework is available for Minnesota residents or nearby states with supervisor approval.

Qualifications

• Three (3) years of advanced professional research experience in health or social sciences.
• Statistical analysis software such as SAS and/or SQL.
• Data analysis, data qualification, data transformation and interpretation, and modelling (including multiple regression).
• Project management, report writing and oral presentation of analysis and research results.
• Familiarity with health care data such as medical claims, public health data, EMRs, disease registries, or vital statistics data.

Responsibilities

• Direct analytical efforts supporting agency program integrity (Medicaid) by identifying data anomalies, utilization patterns, or payment discrepancies.
• Lead data-related efforts underpinning Managed Care organization compliance through analysis, validation, and reporting of encounter data.
• Lead analyses to estimate need for health care services, evaluate payment methods, and measure health outcomes; design studies and manage databases.
• Interpret data and results to inform management decisions and support planning for program outcomes and cost containment.
• Provide technical direction and consultation to management and staff on these activities and participate in planning teams.
