Job summary

GAP Solutions Inc. is seeking a Contract Analyst to support NIH ORF/OA in pre-award and post-award activities. This role emphasizes acquisition planning, market research, and documentation for RFQs, RFPs, and related instruments, with remote-friendly options.

The successful candidate will have federal acquisition experience, knowledge of FAR parts, and the ability to coordinate with COs, CORs, and legal teams to ensure compliant contract actions.

Qualifications

• Bachelor’s Degree required.
• Minimum of 5 years of federal acquisition experience, including construction, AE, or facilities-related contracts.
• Demonstrated experience performing duties equivalent to a GS-12 Contract Specialist.
• Strong working knowledge of FAR Parts 12, 15, 36, and 43.
• Experience supporting MATOCs and task order awards preferred.

Responsibilities

• Support acquisition planning for construction, AE, facilities, and ORF-managed service requirements.
• Conduct and document market research in support of acquisition strategies.
• Prepare solicitation packages (e.g., RFQs, RFPs, IFBs, MATOC task orders, AE selections).
• Assist with Brooks Act (FAR Part 36) AE procurements, including SF-330 reviews and selection documentation.
• Develop and review Independent Government Cost Estimates (IGCEs) and price proposals.
• Perform price and cost analyses to support fair and reasonable determinations.
