Job summary

Parsons is seeking a Program Manager to lead Construction Management Services for a major USACE program. This remote role requires up to 50% travel and oversight of multi-disciplinary CMS task orders under an IDIQ MATOC, ensuring compliance with federal regulations and contract requirements.

You will lead staff, manage schedules and budgets, enforce QA plans, and coordinate with Government personnel and subcontractors. A SEC clearance and relevant certifications are preferred.

Qualifications

• 15+ years in program management for construction management services, with at least 5 years in senior roles.
• Experience overseeing large, complex construction programs for Federal or military clients.
• Strong knowledge of FAR, USACE practices, and applicable codes/standards.
• Excellent written and oral communication; able to coordinate across multiple stakeholders.

Responsibilities

• Provide overall management and leadership for CMS activities under USACE MATOC.
• Oversee staffing and coordination of CMS personnel to meet task order requirements.
• Lead bi-weekly meetings; track invoices and provide monthly contract reports.
• Ensure QA procedures per PSQAP, ER 1180-1-6 and related regulations.
• Support COR in contract administration, review submittals and progress schedules.
• Prepare and submit required documentation and reports for COR signature.
• Identify program risks and develop mitigation strategies.
• Coordinate with Government personnel, subcontractors, and other stakeholders.
• Ensure personnel training and security clearance requirements are met.
• Promote veterans' employment per USACE guidance.
