Job summary

Procon Consulting seeks a Senior Program Manager for a long‑term opportunity in the Washington, DC area. The role centers on construction management, project controls, and facilities management across complex projects while leading and developing CMS staff.

The ideal candidate has 10+ years in owner’s representative or construction management, federal project experience, and relevant certifications (CCM, PMP, P.E. or AIA/RA).

Qualifications

• Bachelor's degree in Architecture, Engineering, Construction Management, or a related field.
• 12+ years of responsible experience as an owner's representative PM, construction manager, or design manager, OR 12+ years in General Contracting Project Management.
• A CCM, PMP, P.E, or A.I.A / RA certification/licensure is required
• Candidates must have demonstrated Federal experience in large construction projects/programs
• Candidates must have federal security program/division experience with: structural hardening, blast resistant windows/glazing, FEBR/blast doors; door security; SCIF renovation/new construction; perimeter security
• Excellent communication skills, both written and oral, and the ability to facilitate meetings
• Experience in dynamic environments around guest or facility activity
• Occupied renovation experience preferred

Responsibilities

• Oversee operational execution of multiple concurrent projects within an assigned Program, ensuring alignment with scope, schedule, budget, and quality objectives.
• Lead CMS staff across the Program, including workforce planning, task assignments, performance oversight, and development.
• Directly supervise project execution activities, ensuring deliverables meet contractual, technical, and regulatory requirements.
• Manage Program budgets and cost controls, tracking expenditures and forecasting financial performance to ensure cost objectives are achieved.
• Develop and maintain Program schedules, monitoring milestones and addressing risks, issues, and resource constraints.
• Lead recruiting, onboarding, and training efforts for Program staff to ensure adequate staffing and competency.
• Provide regular status updates, performance metrics, and analytical reports to senior leadership and stakeholders.
• Ensure effective coordination among internal teams, consultants, and external stakeholders.
• Implement best practices for Program management, QA, and continuous improvement.
• Demonstrate excellent written and verbal communication and proficiency with PM tools.
• Utilize Government contracting experience to support compliance with contractual obligations (preferred)
