Job summary

Willdan is seeking a detail-oriented Certified Payroll Compliance Administrator specializing in certified payroll compliance for public works projects. The ideal candidate will ensure compliance with applicable state and federal prevailing wage laws, maintain timely and accurate certified payroll submissions and records, and work closely with subcontractors to resolve discrepancies.

California public works projects experience is required, and expertise with LCPtracker is preferred.

Qualifications

• Minimum of five years of certified payroll experience.
• Experience administering certified payroll for California public works is required.
• Experience using LCPtracker is preferred.
• Demonstrated ability to identify upcoming deadlines, missing documentation, expiring credentials, and compliance risks.

Responsibilities

• Manage and maintain certified payroll compliance for all projects with certified payroll requirements.
• Review contract, agency, and project requirements at startup to identify required forms, systems, submission schedules, and supporting documentation.
• Set up each job in the internal compliance tracking system and maintain the job file in accordance with the current process.
• Send contractor welcome packets and collect and evaluate required startup documentation.
• Communicate with Operations, project teams, and other departments to identify when subcontractors are expected onsite so required setup and compliance documentation are completed before work begins.
• Set up subcontractors in the systems required by the applicable agency or project, including LCPtracker.
• Provide hands-on support and training to subcontractors on certified payroll requirements and reporting systems.
• Review and verify certified payroll reports for accuracy and compliance with prevailing wage laws and agency reporting rules.
• Maintain and track the full certified payroll compliance file from startup through completion.
• Conduct weekly reviews to identify missing or delinquent submissions and resolve items.
• Assist in preparing compliance documentation for audits, agency reviews, and client requests.
• At project or subcontractor completion, close out documentation and finalize subcontractor files.
