Job summary

The Budget Analyst at the State of South Carolina performs complex professional duties preparing, administering, monitoring, and analyzing the College's operating and capital budgets. Qualifications

• Experience with budget development, budget administration, financial forecasting, and financial reporting.
• Knowledge of accounting principles, budgeting practices, financial management, and financial statement analysis.
• Experience performing financial analysis, revenue and expense forecasting, cost allocation analysis, or investment performance analysis.
• Knowledge of governmental accounting, GASB standards, and applicable regulations.
• Advanced proficiency in Microsoft Excel, including financial modeling, data analysis, and complex spreadsheet development.
• Strong analytical, written communication, and interpersonal skills, with ability to communicate financial information to diverse audiences.

Responsibilities

• Assists in preparation, implementation, and monitoring of annual operating budget; reviews adjustments and monitors expenditures.
• Provides technical assistance to budget stakeholders regarding processes, policies, and procedures; prepares financial reports and budget narratives.
• Prepares budget journal entries and supports compliance with applicable requirements; helps with reporting and governance.
• Prepares financial reports, analyses, and projections to support planning and decision-making; collects and ensures accuracy of financial data for reporting.
• Evaluates financial trends, funding requirements, and projections; conducts analyses and communicates findings to management.
• Prepares capital project reports and assists in capital budgets and funding plans.
• Collects and maintains financial information related to capital projects for reporting and compliance.
• Strengthens data governance and internal controls related to budget development and reporting; reviews processes for efficiency and accuracy.
• Participates in cross-training and provides support for budget administration and financial reporting.
