Job summary

State of South Carolina is seeking a Budget Analyst to perform complex professional duties preparing, administering, monitoring, and analyzing the College's operating and capital budgets.

This position coordinates budget development activities, analyzes financial data and resource allocations, maintains budget records and reporting, and provides technical support for budget planning, forecasting, and financial decision-making.

Qualifications

• Bachelor's degree in accounting, finance, business, or related field required.
• Experience with budget development and financial reporting.
• Knowledge of GASB standards and government accounting.
• Proficiency in Excel for financial modeling.
• Strong analytical and written communication skills.

Responsibilities

• Assist in preparation, implementation, and monitoring of the College's annual operating budget.
• Provide technical assistance to budget stakeholders regarding budget processes, policies, and procedures.
• Prepare budget journal entries and support compliance with GASB standards and institutional policies.
• Prepare financial reports, analyses, and projections to support planning and decision-making.
• Evaluate financial trends, funding requirements, and cost allocations; communicate findings to management.
• Prepare capital project reports and support capital improvement budgeting and funding plans.
• Strengthen data governance and internal controls related to budget development and reporting.
• Participate in cross-training and provide support for budget administration and related finance functions.
• Represent the department at meetings and functions as needed.
