Job summary

Rainey Property Management is seeking an experienced Affordable Housing Compliance Specialist to support a portfolio of affordable housing communities across Texas and Florida. This role ensures compliance with HUD Section 8, PBRA/PBV, and LIHTC requirements, and requires hands-on experience administering these programs.

The ideal candidate has strong knowledge of affordable housing regulations, can support audits, and guide onsite teams.

Qualifications

Minimum 3-5 years of affordable housing compliance experience.
Demonstrated experience with HUD Section 8, PBRA/PBV, and LIHTC compliance.
Working knowledge of HUD Handbook 4350.3, IRS Section 42 regulations, and TDHCA/FHFC requirements.
Experience supporting MORs and state agency audits.
Ability to review tenant files and income calculations independently.
Strong organizational, analytical, and time-management skills.
Proficiency in Microsoft Office (Excel, Word, Outlook).

Responsibilities

Ensure compliance with HUD Section 8, PBRA/PBV, and LIHTC.
Review and approve income certifications, verifications of income and assets, rent calculations, HAP rents, and utility allowances.
Monitor adherence to HUD and IRS requirements and state agency compliance standards.
Support and coordinate HUD MORs, state agency audits, and investor/lender audits.
Conduct internal file audits, track recertifications, set-aside requirements, and rent limits.
Provide guidance and training to site-level staff and maintain audit-ready documentation.
