Job summary

• Lead development of internal regulatory inspection and audit programs.
• Oversee safety-related incident management and MOC reviews for compliance.
• Ensure timely external regulatory reporting obligations.

Job description

The Regulatory Compliance Manager is responsible for developing, implementing, and maintaining the Regulatory Compliance Program to ensure effective strategies, procedures, controls, and assurance processes are established to meet Federal, State, and Local regulatory requirements.

This role serves as a subject matter expert on regulatory compliance related to security, safety, training, maintenance, and operations, with a primary focus on PHMSA, FERC, and U.S. Coast Guard requirements. The position requires a strong working knowledge of 49 CFR Part 193, 33 CFR Part 127, NFPA 59A, and ASME B31.3.

The Regulatory Compliance Manager will lead regulatory assurance activities, support agency audits and inspections, identify compliance risks, oversee corrective actions, and partner closely with Operations, Engineering, Maintenance, and other stakeholders to maintain a safe, reliable, and compliant facility.

Reports To: Director of Regulatory Compliance

Key Responsibilities

• Develop, implement, and maintain the Regulatory Compliance Program and associated policies, procedures, and assurance processes.
• Serve as the regulatory compliance subject matter expert for LNG Operations, with particular emphasis on PHMSA, FERC, and U.S. Coast Guard requirements.
• Lead the regulatory compliance assurance program supporting Federal, State, and Local audits and inspections.
• Conduct internal compliance assessments, inspections, and audits in coordination with Operations, Maintenance, Engineering, and other applicable stakeholders.
• Support and participate in regulatory agency audits, inspections, and other interactions with Federal, State, and Local authorities.
• Review external audit and inspection findings and recommend updates to company procedures, compliance manuals, and control processes.
• Identify potential compliance vulnerabilities and regulatory risks and communicate findings and recommendations to leadership and business stakeholders.
• Conduct inspections and audits of Operations and Maintenance activities and lead the development and implementation of corrective actions.
• Monitor Federal Register updates and regulatory changes and facilitate necessary updates to processes, procedures, training, and compliance programs.
• Partner with Operations subject matter experts to address improvement opportunities identified through field assessments, regulatory changes, and process reviews.
• Lead the development and implementation of the internal regulatory inspection and audit program.
• Maintain current knowledge of applicable regulations, company procedures, permits, and compliance documentation.
• Communicate and implement improvements to regulatory programs, processes, and documentation.
• Lead the development and implementation of the Regulatory Training Program, including identifying training requirements resulting from regulatory or procedural changes.
• Support Engineering with compliance reviews of Implementation Plans, Information Assurance question sets, and regulatory data requests to validate compliance with company permits and applicable laws.
• Lead regulatory support for safety-related incident management and coordinate with applicable internal stakeholders.
• Participate in Management of Change (MOC) reviews to validate regulatory compliance.
• Ensure timely and accurate completion of external regulatory reporting obligations.
• Lead reviews of Operations procedures and ensure updates are maintained in accordance with applicable laws and regulations.
• Analyze compliance data and trends to identify opportunities for additional training, program enhancements, or changes to compliance controls.
• Support functional groups with planning, process improvement, and control management related to regulatory compliance.
• Collaborate with Operations, Engineering, Maintenance, and other stakeholders to share lessons learned, experiences, and regulatory knowledge that promote safe, reliable, and efficient operations.

Required Qualifications

• Minimum 5 years of experience in regulatory compliance, regulatory management, or a closely related industry.
• Minimum 2 years of experience in LNG.
• Strong knowledge of LNG facility regulations and applicable industry standards, including:
• 49 CFR Part 193
• 33 CFR Part 127
• NFPA 59A
• ASME B31.3
• Extensive experience managing regulatory interactions and compliance activities in the United States.
• Demonstrated experience working directly with or supporting regulatory agencies, particularly FERC and PHMSA.
• Must maintain a valid Transportation Worker Identification Credential (TWIC) in good standing.
• Strong understanding of LNG facility operations, safety, maintenance, training, and regulatory compliance requirements.
• Strong written and verbal communication skills with the ability to work effectively across Operations, Engineering, Maintenance, and other functional groups.

Preferred Qualifications

• Corporate or consulting experience developing, implementing, or managing regulatory compliance programs.
• Experience leading regulatory audits, inspections, corrective actions, and compliance assurance programs.
• Experience developing regulatory training programs and compliance documentation.

Education

• Bachelor’s degree from an accredited university preferred.
• Associate degree or equivalent combination of education and relevant experience will be considered.
