Job summary

Brunel in Houston, TX seeks a Regulatory Compliance Engineer to support a major LNG export facility project through EPC phases, ensuring adherence to federal, state, and local regulations and permit requirements. Qualifications

  • Bachelor of Science degree in Mechanical, Chemical, Civil, Electrical, or a related Engineering discipline from an accredited university.
  • Minimum of 8 years of experience supporting LNG, natural gas, petrochemical, refinery, pipeline, or energy infrastructure projects.
  • Familiarity with LNG facility regulations and industry standards.

Responsibilities

  • Support the implementation and execution of the project's regulatory compliance program during EPC project development.
  • Review engineering deliverables to verify compliance with applicable codes, standards, permit requirements, and regulatory commitments.
  • Coordinate with engineering teams to ensure regulatory requirements are incorporated into project documentation.
  • Develop implementation packages that demonstrate compliance with regulatory order conditions.
  • Assist in preparing and submitting technical information packages to regulatory agencies, including federal, state, and local authorities.
  • Participate in MOC activities and assess design modifications for regulatory impacts.
  • Review project specifications, procedures, calculations, drawings, and vendor documentation for regulatory compliance.
  • Support implementation of permit conditions and regulatory commitments throughout engineering and construction execution.
  • Interface with Construction Management and field personnel to address regulatory concerns and support resolution of compliance issues.
  • Assist with preparation for audits, inspections, and regulatory reviews conducted by federal, state, and local agencies.
  • Maintain regulatory documentation and support project records management activities.
  • Monitor updates to applicable regulations, codes, and industry standards and evaluate potential project impacts.
  • Participate in commissioning and startup readiness reviews to verify compliance with regulatory obligations and permit requirements.
  • Provide technical support in responding to agency inquiries and requests for information.

Position Summary

Seeking a highly motivated Regulatory Compliance Engineer to support the execution of a major LNG export facility project from the Houston office. This role is responsible for ensuring that engineering and project activities are developed and executed in compliance with applicable federal, state, and local regulations, permit requirements, and project specifications throughout the Engineering, Procurement, Construction, Commissioning, and Start-Up (EPC) phases.

The Regulatory Compliance Engineer serves as a key liaison between Engineering disciplines, Project Management, Construction, Quality, Environmental, and Operations teams to ensure regulatory requirements are incorporated into project deliverables and that commitments made to regulatory authorities are effectively implemented and maintained.

Key Responsibilities
  • Support the implementation and execution of the project's regulatory compliance program during EPC project development.
  • Review engineering deliverables to verify compliance with applicable codes, standards, permit requirements, and regulatory commitments.
  • Coordinate with Process, Mechanical, Electrical, Instrumentation, Civil/Structural, and Piping Engineering teams to ensure regulatory requirements are incorporated into project documentation.
  • Develop implementation packages that demonstrate compliance with regulatory order conditions.
  • Assist in preparing and submitting technical information packages to regulatory agencies, including federal, state, and local authorities.
  • Participate in Management of Change (MOC) activities and assess design modifications for regulatory impacts.
  • Review project specifications, procedures, calculations, drawings, and vendor documentation for regulatory compliance.
  • Support implementation of permit conditions and regulatory commitments throughout engineering and construction execution.

Qualifications
Required Qualifications

- Bachelor of Science degree in Mechanical, Chemical, Civil, Electrical, or a related Engineering discipline from an accredited university.

- Minimum of 8 years of experience supporting LNG, natural gas, petrochemical, refinery, pipeline, or energy infrastructure projects.

- Previous experience supporting EPC projects during the engineering and construction phases.

- Familiarity with LNG facility regulations and industry standards, including:

  • 49 CFR Part 193
  • 33 CFR Part 127
  • NFPA 59A
  • ASME B31.3
  • ASME Section VIII
  • API Standards
  • OSHA regulations
  • NEC and applicable electrical codes

- Working knowledge of regulatory agencies and permitting processes, including:

  • Federal Energy Regulatory Commission (FERC)
  • Pipeline and Hazardous Materials Safety Administration (PHMSA)
  • U.S. Coast Guard (USCG)
  • U.S. Army Corps of Engineers
  • State and local regulatory agencies

- Ability to read and interpret:

  • Piping & Instrumentation Diagrams (P&IDs)
  • Process Flow Diagrams (PFDs)
  • Plot Plans and Equipment Layouts
  • One-Line Diagrams
  • Isometric Drawings
  • Civil and Structural Drawings
  • Vendor Documentation and Engineering Specifications
Preferred Qualifications
  • Experience supporting LNG export terminal projects and facilities regulated by FERC.
  • Knowledge of regulatory order conditions, environmental compliance plans, and regulatory commitment tracking programs.
  • Familiarity with Process Safety Management (PSM) and Management of Change (MOC) processes.
  • Experience working with EPC contractors and multidisciplinary engineering teams.
  • Experience using document management systems and engineering databases.
