Job summary

The South Dakota Department of Social Services in Rapid City seeks a Deputy Regional Manager to lead regional human resources, training, and staff development. You will drive recruitment, retention, and hiring processes while guiding operations and strategic planning for multiple counties.

Responsibilities include compliance, data analysis, and community engagement; travel may be required. A bachelor's degree in a related field is expected, with leadership or HR experience strongly preferred.

Qualifications

• Bachelor's degree in social or behavioral sciences, human services, business administration, public administration, education, public health, or a related field.
• Comparable leadership or program/operations management experience may substitute education.
• Experience in human resources or social services may also be taken into account.

Responsibilities

• Lead regional human resources functions.
• Oversee staff training and onboarding programs.
• Manage staff development and performance with regional supervisors.
• Develop and lead recruitment and retention strategies.
• Oversee the hiring process including interview and selection.
• Assist with regional operations, strategic planning, and organizational goals.
• Ensure compliance with agency policies, procedures, and applicable law and regulations.
• Analyze regional data to identify trends, evaluate performance, and develop solutions.
• Provide supervision of support staff.
• Represent the region through occasional travel, public speaking, meetings, and community engagement.
• Perform other related duties as assigned.
