Job summary

USCRI in Arlington, VA is seeking a Refugee Medical Assistance Program Officer to support the Refugee Health Services Division. The role oversees RMA/OFMA for URM programs across multiple states, ensuring timely access to healthcare and compliant operations.

You will handle eligibility determinations, benefits coordination, enrollment, and data reporting, working with LRAs, state agencies, and the TPA. Travel may be required; some remote coordination is possible.

Qualifications

• Bachelor’s degree in a related field is required.
• 3–5 years of experience in health benefits, case management, or related field; refugee resettlement preferred.
• Minimum 2 years of contract management experience; negotiating and risk analysis.
• Experience with health and human service systems across federal/state/local partners.
• Knowledge of refugee resettlement processes and self-insured health plan models is preferred.
• Demonstrated cultural competence and ability to work with diverse populations.
• Strong analytical and problem‑solving skills; identify trends and operational inefficiencies.
• Experience with data management, record keeping, and data entry.
• Strong communication, organizational, and time‑management skills.
• Ability to work independently and maintain confidentiality; team collaboration.
• USCRI mission alignment and willingness to take on additional duties as needed.

Responsibilities

• Oversee eligibility determinations for Refugee Medical Assistance (RMA) and ORR-funded Medical Assistance (OFMA) for URM programs.
• Coordinate enrollment processes and benefits with LRAs and state partners.
• Provide guidance on medical ID cards, covered services, and provider networks.
• Support training, technical assistance, and QA to ensure compliant program implementation.
• Ensure data collection, reporting, and client communication records are maintained.
• Coordinate with LRPs, state agencies, and the TPA on service delivery and program expansion.
• Support provider outreach and network coordination for MRD operations.
• Assist with applications processing, client inquiries, and operational follow‑up.
