Role is full-time and based in our office in Cluj, Romania.

The Project Coordinator is the Supervisor's representative and is directly responsible for fulfilling the contractual obligations, ensuring the relationship of the Contracting Entity with the other experts, site managers, short-term experts, and administrative and auxiliary staff.

About the Role

  • Coordination of the consulting and supervision team at each work point;
  • Collaboration with the parties involved;
  • Appropriation of work situations presented by the Contractor and monthly reports on the progress of the contract;
  • Distribution of tasks to the Deputy and to the other main and secondary experts, site managers, short-term experts, administrative and auxiliary staff;
  • Checking the compliance of the services with the terms of reference;
  • Verification and certification of the Contractor's monthly and final work reports;
  • Monitoring compliance by the Contractor with the provisions and/or measures ordered by the designer/authorized bodies;
  • Sending periodic reports, final reports, and any other reports as requested by the Beneficiary;
  • Inspecting the works during the warranty period and submitting reports regarding them;
  • Establishing monthly meetings with the Contractor regarding the stage of the works, notifying the Beneficiary in good time, preparing the agenda for these meetings, drawing up and sending the minutes to all mentioned parties, and organizing the site visit;
  • Presentation of comments regarding submitted complaints, their classification and filing. The comments must indicate possible scenarios for the proper definition of the problem and the way to solve it, drawing up special reports to the Contracting Entity for each complaint being resolved;
  • Assisting the Contracting Entity in any situation arising as a result of checks or controls carried out by the authorized bodies both during the execution of the works and whenever necessary;
  • Evaluation, with a view to the acceptance by the Contracting Entity of the technical solution proposed by the Contractor regarding all proposed systems;
  • Analyzing any request regarding the extension of the execution period and additional and unforeseen costs, drawing up complete reports with recommendations for the Contracting Entity;
  • Preparing the additional documents to the contract, carrying out the financial management of the works contract by checking and confirming the contractor's cash flow, making cost forecasts upon completion, maintaining a database of payments to the contractor, and maintaining all necessary records for audit purposes;
  • Verification of compliance with the legal provisions regarding the requirements established by Law no. 10/1995 on quality in constructions, with subsequent amendments, in case of making changes to the documentation or adopting new solutions that change the initial conditions;
  • Participation in the technological tests of the functioning of installations, equipment, and machinery;
  • Pursuing the obtaining of special authorizations for putting into operation the installations and machines that require such authorizations according to the law (ISCIR, ISU, etc.);
  • Keeping the weekly archive for all entities approved for payment, preparing all payment documents, checking if all payable quantities refer only to the works that were executed and received quality approval;
  • Organization of contract implementation;
  • Participation in all work receptions.

What do we need from you

We recognize that each applicant will bring different experience, but the ideal candidate will have:

  • Preparation: higher education in construction
  • Seniority: 10 years of experience
  • Experience in at least one contract in similar positions such as Project Manager, Project Director, Project Coordinator, Deputy Project Director, Deputy Project Manager, Deputy Project Coordinator within a consultancy contract, supervision of execution works, consultancy, and/or supervision of design and execution works, execution works, or design and execution of new construction works, modernization, or rehabilitation of railway infrastructure (excluding metro and tram projects).
  • Strong computer skills (proficiency in recognized finance software and Microsoft applications)
  • Good spoken and written English
  • Flexibility and adaptability
  • Communication ability, ability to analyze and synthesize, decision-making capacity.
  • Ability to work under stress and extended schedule
  • Assuming responsibilities and maintaining confidentiality
