Job summary

Actalent is seeking a Health and Safety Advisor to support the HSE Management System for a rail operations project in Pearl City, HI. You will drive risk management, audits, and continuous improvement while promoting a strong safety culture and compliance with OSHA, FTA, GBMS standards, and local procedures.

The role emphasizes cross‑functional teamwork, site safety committee engagement, and coaching leaders and employees. This temporary contract runs 3–4 months with a 6pm–2am shift.

Qualifications

• Demonstrated experience in health, safety, and environmental (HSE) practices within an operational or project environment.
• Knowledge of OSHA Regulations and their application in workplace safety and health programs.
• Familiarity with HSE Management Systems and their implementation, maintenance, and continual improvement.
• Ability to participate in hazard identification and risk assessment processes and recommend appropriate control measures.
• Experience supporting HSE audits, inspections, and compliance verification activities.
• Strong communication skills to support HSE communication, participation, and consultation across the organization.
• Ability to prepare and deliver safety meetings and presentations to diverse audiences.
• Report writing skills, including documenting incidents, findings, and corrective and preventive actions clearly.

Responsibilities

• Contribute to establishing, documenting, implementing, maintaining, and continually improving the HSE Management System for the project.
• Support the implementation of project activities in compliance with HSE policies, legislative requirements, customer requirements, and the HSE Management System.
• Assist in identifying HSE hazards, conducting risk assessments, and determining appropriate control measures to reduce risk to acceptable levels.
• Contribute to planning and execution of HSE audits to verify adherence to requirements.
• Support the development and implementation of HSE programs to meet defined objectives and compliance milestones.
• Promote HSE communication, participation, and consultation at the local level, including a site safety committee.
• Assist in identifying emergency scenarios and help develop response measures and procedures.
• Monitor, report, and communicate HSE performance and provide corrective recommendations.
• Ensure all HSE accidents are reported, investigated, and analyzed to capture lessons learned.
• Identify findings, nonconformities, and corrective actions from incidents, inspections, and audits.
• Ensure Rail Operations Center and stations undergo regular inspections under the HSE Management System and OSHA regulations.
• Collaborate with departments to support operational activities and engage leaders in HSE initiatives.
• Build and deliver safety meetings and presentations to promote awareness and safe work practices.
