Job summary

Hitachi Rail in Pearl City, Hawaii, seeks an enthusiastic O&M Senior HSE Advisor who thrives in a fast-paced environment and performs a broad range of tasks from administrative to strategic. Based on-site, you will help establish and continually improve the HSE management system and engage across functions.

The role requires 5–7 years in safety, OSHA 30, strong communication and training skills, and experience with ISO 14001/45001.

Qualifications

• Minimum of 5–7 years in a safety-related role.
• OSHA 30 General Industry or equivalent training.
• Experience with ISO 14001 and 45001.
• Ability to inspect workplace for compliance and promote safety.
• Strong written and verbal communication skills.

Responsibilities

• Establish and maintain the HSE management system on the project.
• Implement activities in line with HSE policies and regulatory requirements.
• Identify hazards and determine necessary controls.
• Conduct HSE audits and ensure corrective actions.
• Develop HSE programs to meet objectives and targets.
• Engage site safety committee and cross-functional teams.

• Monitor, report and improve HSE performance and trends.

Accountabilities:

• Contribute to establishing, documenting, implementing, maintaining and continually improving the HSE Management System implemented on the Project in compliance with current FTA Standards, OSHA Regulations, GBMS Standards, and Local Procedures.
• Contribute to the implementation of the activities in compliance with HSE Policies, HSE Legislative requirements, HSE Customer Requirements and the HSE Management System of HRH.;
• Contribute to the completion of HSE hazard identification and risk assessment and the determination of necessary controls measures;
• Contribute to the implementation of the HSE Compliance and Management System Audits;
• Contribute to the development the HSE Programs to achieve the planned HSE Objectives and Targets and areas of regulatory compliance;
• Contribute to HSE Local Communication, Participation and Consultation including development and engagement of a site safety committee;
• Contribute to the identification of emergency scenarios and development of appropriate emergency response measures;
• Ensure the monitoring, reporting, and communication of HSE performance and provide recommendations and solutions in the event of negative trends;
• Ensure that all HSE accidents and incidents are reported, investigated and analyzed for the purpose of learning from incidents;
• Contribute to the identification of findings, nonconformities, and corrective and preventive actions;
• Ensure that Rail Operations Center facility and all stations are inspected on regular base in compliance with the HSE Management System and OSHA Regulations;
• Work cross-functionally to support a wide array of operational activities and engage leaders and employees from across the business.
• Build and deliver safety meetings

Required Skills & Experience:

• Minimum of 5-7 years of experience in a safety related role.
• OSHA 30 General Industry, or equivalent training and competency in General Industry Regulations
• Communication, presentation and training delivery experience
• Experience engaging stakeholders from across all disciplines in the HSE Program
• Experience implementing programs and policies within ISO 14001 and 45001 Certified Organizations
• Experience implementing site safety programs
• Demonstrated ability to inspect and evaluate workplace environments, equipment, and practices for compliance with corporate and legislative requirements, standards, and regulations.
• Highly developed interpersonal skills to establish and maintain effective working relationships and promote a harmonious safety environment.
• Ability to complete written reports and electronic communications expeditiously and with a high-degree of accuracy and professionalism while in the field.
• Computer proficiency with a strong knowledge of PCs and software applications related to the work, such as MS Office, Word, Excel, Access, SharePoint, etc.
• A valid non-probationary Driver's License
• Demonstrated ability to identify and take action on safety-related issues, conduct root cause incident investigations and handle both uncomfortable and sensitive situations.

• Public Transportation Safety Certificate Training Program (PTSCTP) Completion
• OSHA 501 Completion
• Any certifications by the Board of Certified Safety Professionals (BCSP)
• Lead ISO 14001 and 45001 Auditor Certification
• Experience with Human and Organizational Performance Management techniques
• Certified Inspector of Sediments and Erosion Control (CISEC)
• Experience with Eco-Online
• Experience with TeamCenter
• Experience with Maximo
• Experience with programming in PowerApps

Education:

Minimum of a high school diploma

Language:

The salary range for this position is $93,700 to $140,600.

Final pay is determined by the candidate's experience. skillset & ability level, internal equity and location.
