Job description

Quality Control Manager - Federal Construction

Bremerton, WA; Western WA (Greater Seattle/Tacoma Area)

Celebrating 85 Years of Building With Purpose

At Absher Construction, we’re proud to celebrate over 85 years as one of the Pacific Northwest’s most respected general contractors. As a 100% employee‑owned company, we believe our people are our greatest asset and we invest in them like it! From fully paid medical premiums for employees, to a generous PTO policy, 401(k) and ESOP retirement benefits, we offer a total rewards package that reflects the pride and ownership we bring to every project.

At Absher Construction, quality is not an afterthought. It is built into everything we do.

As a Quality Control Manager (QCM), you will lead implementation and execution of a comprehensive project‑specific quality control program from notice of award through final completion. You will play a critical role in ensuring every aspect of the work meets contract requirements, owner expectations, and Absher’s standards for excellence, particularly on complex federal, government, and infrastructure projects.

This role is ideal for a construction professional who brings deep technical expertise, strong field presence, and a passion for getting it right the first time.

What You’ll Do
  • Lead execution of project-specific Quality Control programs across all divisions of work
  • Develop, implement, and manage Quality Control Plans, inspection checklists, testing requirements, and Definable Features of Work (DFOWs)
  • Administer the Three‑Phase Control process, including preparatory, initial, and follow‑up inspections
  • Identify quality concerns early and partner with project teams to drive timely resolution
  • Oversee subcontractor QA/QC performance and coordinate with third‑party inspectors and testing agencies
  • Manage quality documentation including inspections, testing reports, RFIs, submittals, procurement tracking, punch lists, and closeout documentation
  • Participate in site meetings including pull planning, commissioning, coordination meetings, and owner/consultant meetings
  • Collaborate closely with project teams to support schedule, constructability, and issue resolution
  • Engage directly with owners, subcontractors, and project stakeholders to uphold project quality standards
  • Support and mentor project teams in execution of quality control processes and documentation
  • Participate in site safety audits, orientations, and investigations as needed
  • At times, provide supplemental support in functions typically aligned with project superintendent or project management responsibilities
Why You’ll Be Successful

You bring hands‑on construction knowledge, sound technical judgment, and a disciplined approach to managing quality on complex projects. You know how to anticipate problems before they become issues, hold a high bar for execution, and work collaboratively to deliver successful outcomes.

Required Qualifications
  • 10+ years of combined construction experience in roles such as Quality Control Manager, Project Superintendent, Project Manager, Project Engineer, or Construction Manager
  • At least 4 years of dedicated experience serving in a Quality Control role on complex construction projects
  • Experience supporting projects of similar size and type, including projects valued at $20 million or greater
  • Experience on federal or government projects governed by United States Army Corps of Engineers and/or Naval Facilities Engineering Systems Command quality control standards
  • Experience administering Definable Features of Work (DFOW) and the Three‑Phase Quality Control process
  • Ability to prepare and manage project‑specific Quality Control Plans and associated inspection and testing documentation
  • Working knowledge of United States Army Corps of Engineers safety requirements and federal compliance protocols
  • Ability to obtain, or current possession of, United States Army Corps of Engineers Quality Control Management Certification
  • Eligible for access to secure government work sites; some projects may require U.S. citizenship
  • Comfortable using tablets, mobile tools, and construction software for inspections and reporting
  • Ability to travel to assigned project locations, including commute distances up to approximately 60 miles or two hours from home
Preferred Qualifications
  • Bachelor’s degree in Construction Management, Engineering, or related field
  • QCM certification
  • Experience supporting military, federal, healthcare, infrastructure, or other technically complex projects
  • Experience coordinating commissioning, turnover, and owner acceptance processes
