Job summary

The Idaho Department of Health & Welfare is seeking a QI Clinician to perform assessments for youth involved with the child welfare system statewide. This role emphasizes clinical judgment, timely documentation, and collaboration with internal and external partners.

The position reports to the nearest DHW office with location determined by workstation availability. A Master’s degree in a direct clinical practice Human Services field and licensure (LMSW/LCSW, LPC, LMFT) are required.

Qualifications

Do you have personal or professional experience within or in support of programs serving youth and families and/or the child welfare system?TheQI(Qualified Individual)Clinicianis responsible for completing QI assessments and related clinical reviews for youth involved with the child welfare system. The QI Clinician reviews referral information, gathers collateral documentation, participates in meetings as needed, completes required assessment tools, and develops written clinical recommendations and placement needs. This position requires strong clinical judgment, timely documentation, collaboration with internal and external partners, and the ability to manage multiple assessments with competing deadlines.

This is a statewide position that will report to the nearest DHW office. The assigned work location will depend on workstation availability at a DHW office.

• Review referrals and case documentation to determine assessment needs, relevant history, presenting concerns, risk factors, strengths, and placement considerations.
• Complete QI assessments in accordance with program requirements, federal and state expectations, and established timelines.
• Complete required 5-month and 10-month reviews for youth placed in QRTP settings, including review of current documentation, placement status, service needs, continued clinical appropriateness, and related follow-up recommendations in accordance with program requirements.
• Administer and/or review required assessment tools, including the CANS, CSE-IT and other applicable screening or assessment instruments.
• Gather collateral information from case records, Child Welfare staff, providers, caregivers, youth, and other relevant parties.
• Participate in meetings, including Family Planning Team Meetings, staffing discussions, consultation meetings, or other case-related meetings as needed.
• Develop clinical recommendations regarding the youth’s placement needs, service needs, and least restrictive setting.
• Prepare clear, accurate, and timely written reports that summarize assessment findings, clinical rationale, and recommendations.
• Maintain compliance with documentation requirements, confidentiality standards, program procedures, and applicable timelines.
• Communicate professionally with internal and external partners, including Regional Child Welfare staff, supervisors, providers, and other stakeholders.
• Monitor assigned cases and deadlines, prioritize work appropriately, and notify the supervisor of barriers that may affect timely completion.
• Participate in supervision, consultation, training, and quality assurance activities to support consistency and quality of assessments.
• Perform other related duties as assigned within the scope of the QI program.

MINIMUM QUALIFICATIONS:

A Master's degree (or higher) in a direct clinical practice Human Services field is required for this position. (Master's degree in social work, psychology, marriage and family counseling, marriage and family therapy, psychosocial rehabilitation counseling, psychiatric nursing, or very closely related field of study) in accordance with Idaho Codes: 54-3206, 54-3402, 54-3405, and 54-3214.

SPECIALTY MINIMUM QUALIFICATIONS:

• Requires licensure in a professional specialty in one of the following areas: Licensed Master Social Worker (LMSW) or Licensed Clinical Social Worker (LCSW) in accordance with Idaho Code 54-3206, Licensed Professional Counselor (LPC) in accordance with Idaho Code 54-3405, Marriage and Family Therapist (LMFT) in accordance with Idaho Code 54-3405. • Experience working with children, youth, families, behavioral health, child welfare, residential treatment, or related systems. Typically gained by 1-year prior work experience.
• Ability to complete required training and maintain certification in applicable assessment tools, including CANS and CSE-IT. Typically gained by 1-year prior work experience.
• Strong clinical documentation and communication skills. Typically gained by 1-year prior work experience.
• Familiarity with trauma-informed care, family-centered practice, and least-restrictive placement principles. Typically gained by 1-year prior work experience.
• Experience completing clinical assessments or level-of-care recommendations. Typically gained by 1-year prior work experience.
