Short Description:

Under general supervision, provides professional level category support in a variety of procurement activities. Participates in ongoing category and vendor performance management.

Complete Description:

This position is responsible for providing customer service-focused assistance with the planning, organizing, and coordination of purchasing and procurement of Information Technology related goods/services, following procurement and purchasing policies and procedures. This includes acquiring resources using best practices, within time constraints, and facilitating communication between the agency and its providers to deliver products and services aligned with the departmental strategic business plan. The role involves assisting with the implementation and support of processes that ensure timely, cost-effective, high-quality goods/services through cooperative and proactive procurement practices.

Role and Responsibilities:
  1. Works under the supervision of the Purchasing Manager, with latitude for initiative and independent judgment.
  2. Coordinates the purchase of merchandise, supplies, equipment, and services using established guidelines, rules, regulations, policies, and laws; prepares, reviews, tracks, and expedites purchase orders; reviews quotes, proposals, agreements, and purchase orders for conformance to agency policies, regulations, and laws.
  3. Generates reports and maintains records of goods ordered and received.
  4. Assists in maintaining the procurement database and coordinates with departments and vendors to facilitate purchases; monitors and tracks vendor performance; discusses defective or unacceptable goods/services with users and vendors to determine causes and take corrective actions; develops and maintains relationships with key vendors.
  5. Administers purchasing policies and procedures in accordance with the Office of Information Technology's specific requirements, regulatory guidelines, and applicable laws; assists in training staff regarding purchasing and procurement practices and policies.
  6. Develops and applies professional knowledge of procurement, including understanding of the Georgia Procurement Manual (GPM) and related regulations. Attends relevant training to stay updated.
  7. Obtains and maintains the Georgia Certified Purchasing Associate (GCPA) certification.
  8. Performs other duties as assigned within the purchasing & procurement team.
Skills/Qualifications:
  • Ability to self-motivate and work with minimal supervision to complete tasks requiring daily follow-up and follow-through.
  • Experience with Microsoft Office Suite, PeopleSoft 9.0, and Team GA Marketplace e-Procurement.
  • Experience with electronic data record-keeping and reporting.
  • Effective writing skills and strong reading comprehension.
  • Strong evaluation skills.
  • Excellent interpersonal skills with a customer service focus.
