Job summary

The Florida State Guard is seeking a Purchasing & Contracts Manager to oversee procurement and contract activities in support of state operations. The role reports to the Director of Finance and requires knowledge of Florida statutes governing procurement and contract administration.

Candidates should have 2+ years in purchasing, familiarity with Ch.287/60A-1 rules, and experience with MFMP, AOD, and budgeting processes. State employment benefits offered.

Qualifications

  • High school diploma or GED; associate or bachelor's degree in business, public administration, or related field preferred.
  • Two (2) years of purchasing or procurement experience in governmental or commercial settings.
  • Familiarity with Florida purchasing statutes and rules (Ch. 60A-1, FAC).
  • FCCM certification is a plus; experience in Florida state agencies is advantageous.

Responsibilities

  • Prepares and processes purchase requisitions, purchase orders, and contracts.
  • Solicits price quotes, bids, and proposals in accordance with Florida Statutes.
  • Reviews vendor bids for accuracy, cost, and compliance.
  • Conducts market research to identify suppliers and pricing trends.
  • Coordinates with units to identify procurement needs and timelines.
  • Ensures proper documentation and recordkeeping for auditing.
  • Drafts procurement specifications, scopes of work, and bid documents.
  • Utilizes Ariba On Demand and other procurement platforms.
  • Ensures purchasing aligns with agency budgets and procedures.

Position Overview and Responsibilities:
The Purchasing & Contracts Manager position reports directly to the Director Of Finance. This position must have working knowledge of Chapter 287 and 110, Florida Statute, and Rules 60A and 60GG, Florida Administrative Code.

The day-to-day responsibilities for this position include providing in-depth research and analytical support for a variety of procurement projects and drafting contract documents. This position’s responsibilities also include developing and executing procurement strategies that are designed to maximize customer satisfaction and minimize costs for government contracts.

MINIMUM REQUIREMENTS:

  • High school diploma or GED; associate or bachelor’s degree in business, public administration, or a related field preferred.
  • Two (2) years of purchasing or procurement experience in a governmental or commercial setting.
  • Familiarity with Florida purchasing statutes and rules (especially Ch. 60A-1, F.A.C.).

PREFERRED QUALIFICATIONS:

  • Florida Certified Contract Manager (FCCM), or similar certification.
  • Experience working in a Florida state agency or local government.
  • Knowledge of contract law, public sector procurement ethics, and vendor negotiation practices.

PREFERENCES:

  • Experience managing government procurement and contracting processes, including competitive solicitations, purchase orders, State Term Contracts, vendor negotiations, renewals, extensions, amendments, or contract compliance.
  • Experience applying Florida Statutes, Florida Administrative Code, DMS requirements, and state policies and procedures governing the procurement and administration of commodities and contractual services, including Chapter 287, Florida Statutes.
  • Experience developing, reviewing, and administering contracts, including scopes of work, deliverables, performance requirements, payment terms, financial consequences, insurance requirements, and other contractual provisions.
  • Experience monitoring contractor performance, reviewing deliverables, invoice processing, managing contract funding and expenditures, and ensuring compliance with contractual, fiscal, and statutory requirements.
  • Experience with MFMP, FLAIR, Adobe, Excel, and state accounting, budgeting, or financial management functions.

DUTIES AND RESPONSIBILITIES:

  • Prepares and processes purchase requisitions, purchase orders (POs), and contracts.
  • Solicits price quotes, bids, and proposals in accordance with Florida Statutes (e.g., Chapter 287, F.S.).
  • Reviews and evaluates vendor bids and quotes for accuracy, cost, and compliance.
  • Conducts market research to identify potential suppliers and evaluate pricing trends.
  • Coordinates with the assigned unit to identify procurement needs and timelines.
  • Ensures proper documentation and recordkeeping for auditing purposes.
  • Assists with drafting procurement specifications, scopes of work, and bid documents.
  • Utilizes the Ariba On Demand (AOD) system and other procurement platforms.
  • Ensures purchasing activity aligns with agency budgets and financial procedures.

  • Knowledge of Budgeting systems and software to include but not limited to FLAIR, MFMP, AOD, etc.
  • Ability to understand, formulate, and apply rules, regulations, policies, and procedures
  • Knowledge of principles and processes for providing customer and personal services.
  • Knowledge of administrative and office procedures and systems such as word processing, managing files and records, stenography and transcription, designing forms, and workplace terminology.
  • Proficiency with Microsoft Office Suite and procurement systems.
