  • Assist with the development and implementation of standardized contractual terms, conditions, and procurement requirements for information technology purchases, including data security and privacy, cybersecurity, AI, data governance and ownership, intellectual property, cloud services, and other emerging technology risks and requirements.
  • Assist with the development and review of informal procurements for technology products and services, including purchases from State Term Contracts and Alternate Contract Sources.
  • Review contract and amendment documents, including renewals, extensions, operational amendments, software license agreements and product maintenance agreements.
  • Develop and implement effective training and technical assistance strategies for department staff, to assist all involved in procurement and contract management functions.
  • Coordinate projects with divisional procurement leads, the Departmental Purchasing Director, department leadership, and the office of General Counsel.
  • Manage other projects as assigned.

Position Overview and Responsibilities:

The Senior Purchasing Analyst position reports directly to the Purchasing Director within Departmental Purchasing and is responsible for providing procurement support throughout DMS. This position must have working knowledge of Chapter 287 and 110, Florida Statute, and Rules 60A and 60GG, Florida Administrative Code.

  • Develop and administer formal competitive procurement documents for information technology commodities or services, including statements of work, technical specifications, special conditions, evaluation criteria, or solicitation terms and conditions.
  • Provide technical consultation, research, and recommendations for technology purchases.
  • Assist with the development and implementation of standardized contractual terms, conditions, and procurement requirements for information technology purchases, including data security and privacy, cybersecurity, artificial intelligence (AI), data governance and ownership, intellectual property, cloud services, and other emerging technology risks and requirements.
  • Assist with the development and review of informal procurements for technology products and services, including purchases from State Term Contracts and Alternate Contract Sources.
  • Review contract and amendment documents, including renewals, extensions, operational amendments, software license agreements and product maintenance agreements. Ensures all contracts, amendments and agreements are written to a professional standard, and in line with applicable laws, policies, and procedures.
  • Develop and implement effective training and technical assistance strategies for department staff, to assist all involved in procurement and contract management functions.
  • Coordinate projects with divisional procurement leads, the Departmental Purchasing Director, department leadership, and the office of General Counsel.
  • Manage other projects as assigned.
Knowledge, Skills, and Abilities:

Expertise in Chapter 287, Florida Statutes, and Rule 60A, Florida Administrative Code.
Expertise in Florida’s public record laws.
Demonstrated ability to provide excellent internal and external customer service.

Minimum Qualifications:
  • At least five years of professional public sector purchasing experience.
  • At least five years of experience developing or administering formal competitive procurements for information technology commodities or services, including statements of work, technical specifications, special conditions, evaluation criteria, or solicitation terms and conditions.
Preferred Qualifications:
  • Experience leading or supporting large, complex, or high-dollar information technology procurements in a public-sector environment.
  • Experience drafting IT-related scopes of work, technical specifications, and contract terms for enterprise software, cloud services, cybersecurity tools, telecommunications, or other technology solutions.
  • Experience with State Term Contracts, Alternate Contract Sources, and other governmental purchasing vehicles for technology acquisitions.
