Job summary

Texas Commission on Environmental Quality is seeking an experienced Purchaser to manage the purchase of technical equipment, materials, and services within the Air Monitoring Division. You will handle supplier research, bid evaluations, specifications, and receiving reports while ensuring compliance with state procurement rules.

The role requires interpreting procurement laws, using CAPPS, and applying various procurement methods such as ProCard and Purchaser Orders.

Qualifications

  • Experience preparing and processing complex requisitions for the purchase of supplies, equipment, and/or merchandise.
  • Experience interpreting and translating state procurement laws and regulations and applying guidelines to implement purchases.
  • Experience utilizing various procurement methods to obtain goods/services, i.e. ProCard/Credit Card, Purchaser Order, etc.
  • Experience with the Centralized Accounting and Payroll/Personnel System (CAPPS).
  • Basic Texas Purchase (BTP) or Certified Texas Contract Developer (CTCD) certification.

Responsibilities

  • Perform duties related to the purchase of technical equipment, materials, supplies and services to include: researching suppliers; assisting with solicitations and evaluating bids; assisting with developing, preparing and revising bid specifications; monitoring the receipt of goods and preparing receiving reports; interpreting purchasing policies, procedures and advising staff regarding state and agency purchasing regulations.
  • Review invoices to ensure sufficient funding is available and submits invoices timely to ensure compliance with Prompt Payment Law; reconciles division purchases and ensure accuracy of accounting databases such as USAS and CAPPS; prepare procurement form change requests to ensure proper utilization of funds; verify the outstanding encumbrances and initiates the appropriate methods for correcting errors or liquidating remaining funds; work with division budget staff to ensure proper and timely use of funds.
  • Ensure compliance with purchasing guidelines and the Prompt Payment Law related to purchases made with ProCard; when needed, provide guidance to other division cardholders; and ensure all necessary documents are submitted in a timely manner.
  • Review, approve, and track division purchases; maintain spreadsheets, databases, and files to include documentation related to each purchase.
