Job summary

Allegany County in New York seeks a qualified leader to oversee development, maintenance, and operation of its public works infrastructure across multiple divisions.

Under the County Administrator, the Superintendent directs Buildings and Grounds, Bridges, County Highway, DPW Administration, Engineering, Road Machinery, Solid Waste, and Weights and Measures, and collaborates with internal and external partners; appointment is a public officer with a term of office.

Qualifications

• Thorough knowledge of civil engineering and highway construction and repair, and building design, construction, maintenance and repair.
• Thorough knowledge of administrative techniques and practices, including relationships between contractors, public agencies, and the general public.
• Thorough knowledge of budgeting, financial recordkeeping, and personnel administrative control.
• Ability to plan, organize, and effectively direct the work of others, while cooperating with related firms, agencies, and personnel.
• Ability to establish and maintain effective working relationships with labor organization employees, union representatives, and management.
• Ability to analyze and resolve administrative and engineering problems and make sound decisions.
• Ability to communicate and work effectively with public officials, professional personnel, and the general public.
• Ability to use computer applications, including spreadsheets, word processing, email, and database software.

Responsibilities

• Oversee the development, maintenance, and operation of a secure and reliable public works infrastructure across the County.
• Direct operations across all Department of Public Works divisions (Buildings and Grounds, Bridges, County Highway, DPW Administration, Engineering, Road Machinery, Solid Waste, Weights and Measures).
• Maintain important working relationships with internal and external contacts on public works matters.
• Perform related duties as required.
