Job summary

Gafcon PM-CM LLC is seeking Labor Compliance professionals to manage LCP and PLA programs for public works projects. The role focuses on ensuring compliance with state and federal prevailing wage, apprenticeship requirements, and audits of certified payrolls.

The Labor Relations Project Manager will coordinate with the Labor Relations Manager and VP of Client Development, handling pre-bid activities, reporting, and liaison duties with clients and agencies.

Qualifications

• Four-year degree in business or accounting or equivalent experience.
• Minimum 2 years’ experience as Lead or Analyst in Labor Compliance.
• Understanding of Labor Compliance and PLA policies and California Public Works experience.
• Experience auditing certified payroll documents.
• Ability to work with government agencies and unions.

Responsibilities

• Review certified payroll reports for compliance with prevailing wage and apprenticeship requirements.
• Participate in pre-bid meetings to explain LCP and PLA requirements.
• Identify auditing and reporting of potential public works labor compliance violations.
• Manage and interpret the LCP Program Manual and PLA.
• Draft project cost proposals.
• Collect Letters of Assent from contractors on PLA projects.
• Use certified payroll data to determine PLA manpower composition.
• Monitor dispatch procedures and Craft Employee Request Form usage.
• Conduct on-site investigations including worker interviews for PLA adherence.
• Notify clients of labor compliance issues and corrective actions.
• Attend LCP/PLA presentations to various stakeholders.
• Create and submit monthly/quarterly/annual reports.
• Liaise with DLSE on Skilled and Trained monitoring.
• Travel to client sites as needed.
