Job summary

City of Kilgore is seeking a Director of Public Works to oversee Streets, Parks, Equipment Services, and Utilities, including water and wastewater treatment. The role reports to the Public Works Director and City Manager, with exempt status and a competitive salary range.

The position requires a PE license (preferred), a bachelor’s in engineering, and seven years of civil-engineering leadership experience. Strong budgeting, regulatory, and emergency-management skills are essential.

Qualifications

• Bachelor’s Degree in Engineering is required.
• Seven years of engineering design, project management, and civil engineering experience, preferably in the public sector.
• NIMS IC-300 and IC-400 coursework must be completed within one year of employment.
• Texas Driver’s License is required.
• Professional Engineer license in Texas (if applicable).

Responsibilities

• Directs Public Works Department staff and operations including engineering, streets, water and wastewater, solid waste, fleet, facilities, and drainage.
• Serves as principal advisor to the City on Public Works programs and technical issues; provides leadership, direction, and guidance.
• Evaluates City needs and Capital Improvement Program plans; defines operational plans and budgets.
• Develops strategies to meet City goals and costs; manages project budgets and expenditures.
• Interprets rules and regulations; ensures compliance with laws and policies.
• Directs management staff; plans, assigns, trains, and evaluates staff; monitors workload and executes staffing adjustments.
