City of Garland is seeking an Assistant Director/Streets to lead the Street Department, overseeing pavement and stormwater infrastructure, budgeting, and strategic projects. The role combines operational expertise with forward-thinking leadership to advance city priorities.

Responsibilities include directing staff, policy implementation, budget administration, and stakeholder engagement. A PE license or progression to one is required, with potential nights and weekend work as needed.

Qualifications

• Bachelor’s Degree in Engineering, Construction Management, Public Administration, or related field.
• 8 years of professional experience in public works design and construction, project management, operations or related experience.
• 4 years management experience, preferably in a local or county government environment.
• Licensed Professional Engineer in Texas or ability to obtain within 6 months of employment.

Responsabilités

• Provide leadership, strategic direction, and management of the Street Department.
• Formulate, recommend, and implement policies, procedures, and strategies supporting department and city priorities.
• Select, train, evaluate and supervise assigned professional, technical, and field staff.
• Oversee resources, operations and logistics for assigned divisions to ensure operational effectiveness and quality service.
• Establish, analyze and monitor business performance metrics.
• Manage all phases for assigned Public Works and CIP projects of varying size and complexity.
• Direct and implement short and long-term plans to maximize service life for pavement and stormwater assets.
• Coordinate development and administration of annual operating and CIP budgets; forecast funding and expenditures.
• Represent the department before City Council, community groups, and industry partners.
• Provide quality service by resolving concerns and inquiries.
• Direct communications and outreach programs to enhance public awareness.
• May be required to work nights, weekends, and holidays to support city initiatives.
