Job summary

Outagamie County is seeking a Highway Engineer to oversee planning, maintenance, operation, repair and construction of county highways and bridges in Appleton, WI. The role reports to the Deputy Highway Commissioner and requires flexible hours including some night meetings.

The engineer will manage design, traffic engineering analyses, and permit reviews, with supervision of staff and coordination with WisDOT and local officials.

Qualifications

• Bachelor’s degree in Civil Engineering required.
• PE license in Wisconsin or ability to obtain within HR policy.
• 3–5 years of progressively responsible highway engineering experience.
• Experience with highway design, construction, maintenance, traffic engineering, permitting, and public sector project delivery preferred.
• Experience with WisDOT standards, procedures, and funding programs preferred.

Responsibilities

• Assist the Highway Commissioner and Deputy with highway and bridge improvements, CIP budget, policy development, and public information efforts.
• Provide engineering analysis for traffic studies, speed zone studies, signal warrants, bicycle and pedestrian studies, crash reports and diagrams, capacity studies.
• Oversee signing and pavement marking operations, ensuring compliance with state and federal guidelines.
• Coordinate contracted engineering services, including master contracts and right-of-way activities.
• Support construction staking and field engineering activities.
• Prepare and maintain plans, right-of-way plats, as-built files and records.
• Review permits for accesses, overweight/oversize loads, utilities, and special events.
• Assist in right-of-way negotiation and acquisition for highway projects.
• Complete state and federal grant applications for highway funding.
• Maintain daily log and respond to public inquiries.
• Attend periodic meetings outside normal hours as needed.
