Job summary

City of Rowlett, Texas is seeking an Assistant Director of Public Works - Engineering who will serve as City Engineer and oversee CIP planning, construction inspection, plan reviews, and ROW permitting. You will lead engineers, project managers, inspectors, and staff, coordinating with other departments to deliver critical water, wastewater, streets, and drainage projects.

The ideal candidate has a Civil Engineering degree, 8+ years of experience including 3 years in supervision, and a Texas PE

Qualifications

• Bachelor’s degree in Civil Engineering with 8+ years of professional engineering experience.
• Minimum 3 years in a supervisory role.
• Current Professional Engineer (PE) license required; Texas PE licensure required or reciprocity within 6 months of hire.
• Knowledge of public works, CIP, ROW permits, and civil engineering standards and practices.

Responsibilities

• Manage engineering staff involved in planning, design, and construction of streets, water/wastewater, drainage, and transportation facilities.
• Oversee CIP project management, plan reviews, and ROW permitting/inspection.
• Coordinate with developers, contractors, engineers, and city departments on policies and procedures.
• Develop budgets, schedules, and funding strategies for infrastructure projects.
• Prepare and maintain city master plans, design specifications, and infrastructure master-plan updates.
• Provide leadership and ensure timely delivery of projects with quality and compliance.
